In outbound, it is always going to be you having to exert more energy to achieve the result you want than it is for the prospect you're reaching out to.
YOU are reaching out to THEM.
This means you have to bring something to them that is valuable enough for them to:
Stop whatever it is their boss is getting them to do and they make a livelihood on
Give genuine consideration to what you're proposing
Use precious brain power to craft a response to your message
Take time out of their day to find time to meet with a complete stranger on the internet
Do you see how much friction there is in your prospects doing this?
This means that the only way that you're able to book a call with someone is if what you're offering is so valuable this person will endure these 4 steps to hear you out.
This is the process of what is going on in your prospects brain:

The value of the solution you're proposing must outweigh all the bullshit needed to get there.
Pain in this particular area has to be so high, and so strong that your prospect is willing to go through anything they need to make it stop.
That is how you know your offer is hitting.
The entire goal of outbound is to reduce the friction needed for someone to take an action.
Here are the easiest ways that you can do this:
Have a ridiculously good offer people are interested in
Have an extremely strong social presence so that the average person could make a conclusion that people know, like, and trust you
